Gary M. Cappa
President / Chief Executive Officer

Mr. Gary M. Cappa assumed leadership of Consolidated Engineering Laboratories (CEL) in September 1985, stimulating its growth from one to eight facilities in California, Utah, Nevada, and Hawaii.  He has been in the testing and inspection industry for 35 years and is committed to upholding the highest standards of quality in testing and inspection. As Project Principal on major projects, he often utilizes his expertise in problem resolution, acting as liaison between the owner and contractor, expediting project completion, and answering quality control concerns of the project team and building officials. Mr. Cappa has been instrumental in developing successful programs to improve the services of testing agencies and their interaction with local city jurisdictions.  He has also provided expert witness testimony on various construction issues.

Jim Backman
Chief Operating Officer

Mr. Backman has been in a leadership role in the Testing and Inspection industry for more than 30 years. He is the past President of California Council of Testing and Inspection Agencies (CCTIA) and the President of Council of Engineering Laboratory Employees (CELE). In addition to his Operations responsibilities, Mr. Backman serves as a Project Manager on projects ranging from a 42-story high-rise to annual agreements with the State of California Department of Water Resources and the City of Sunnyvale. He has developed and implemented Quality Control programs throughout the United States and Internationally.

Charlie Brice
Principal and Chief Financial Officer

Mr. Brice brings over 20 years of hands-on financial management and experience to the CEL Management Team. He actively oversees and directs all components of financial reporting to all concerned parties. Mr. Brice also directs all of the compliance work related to federal and state authorities. Mr. Brice is intimately involved with the day-to-day processes which guide CEL.
