Jay Dorst, P.E.
Principal Engineer/President- CEL Consulting, Inc.

With over 29 years of experience in the Testing and Inspection industry, Mr. Dorst brings an extensive portfolio of expertise to Consolidated Engineering Labs. Working within CEL's Consulting Division, Mr. Dorst has performed complex QA functions for public entities such as Caltrans, including oversight of inspection, testing and review of contractor QC activities. He has over 20 years of experience as a lab and field testing manager. Additionally, he has a rich blend of skills in the areas of metallurgy and associated testing, welding, coatings, electronic instrument and data acquisition, failure investigations, building condition surveys, load testing of structures and components and cyclic testing of shear walls. He serves as an industry leader through his membership in the ASTM, ACI, NACE and AWS Associations and is licensed as a Civil and Metallurgical Engineer in the State of California.

Lee Mattis, P.E.
Consulting Engineer

Mr. Mattis now provides anchor product development consulting services for a variety of clients. Mr. Mattis managed CEL Consulting for sixteen years, during which he supervised concrete anchorage design and testing, building structure and construction materials investigations and testing, metallurgical testing activities and provided special inspection and testing consultation. He managed all activities of the anchorage department, performing in-lab approval testing as well as international and national plant inspections. . He has over 40 years of experience in testing, inspection, and structural design. He is a member of ACI, ASCE, ASME ASTM, AWS, Structural Engineers Association of Northern California, Concrete Anchor Manufacturers Association and Federation International du Beton . He has a Bachelor of Civil Engineering from the University of Delaware and a MBA from California State University at Los Angeles. He is licensed as a professional engineer in California and Florida.

Jim Powers, P.E.
Senior Engineer/QC Manager

With over 25 years of experience in the testing and inspection industry, Mr. Powers brings a diverse and wide-ranging knowledge of materials, test methods, and the analysis of results. Having spent the last 21 years at CEL, Mr. Powers acts as our QC Manager, assuring the integrity and quality of our laboratory testing environment throughout all of the offices.

Daniel R. Allopenna, P.E.
Senior Engineer/Division Manager - Sacramento

Mr. Allopenna started with CEL in the laboratory while attending California State University, Sacramento. Mr. Allopenna is currently the division manager of our Sacramento office and oversees the lab and field staff to ensure that our clients receive the best service. Mr. Allopenna brings 15 years of experience in the Materials Testing and Inspection and Geotechnical Engineering divisions. His knowledge and experience is a great asset to the CEL team.

Chris Garris, P.E.
Division Manager - Salt Lake City

Chris has over 23 years of experience in geotechnical engineering and QA/QC testing and inspection, serving the A/E/C, transportation, utility/industrial, water, public works and mining industries for public and private clients. He received his BS/MS degrees in Civil Engineering with Geotechnical Emphasis in 1993 from BYU, and published his research with Dr. T. Leslie Youd on Surficial Effects of Liquefaction. Chris has worked in the consulting industry his entire career, primarily in Utah, but has work experience in all neighboring Western, and West-coast states including California, Oregon and Washington, as well as Minnesota, and as far away as Concepcion, Chile. Chris is passionate about dirt and liquefaction, but also enjoys spending quality time with his wife and 4 children, and loves to ski, ride road/mountain bikes, travel, pretends to golf, and enjoys most any outdoor activity.

Barbara Cappa
Director/Business Development Executive - Pacific Region

Mrs. Cappa has been continually involved with CEL since September 1985. Since 2010, she has been the principal responsible for stimulating the growth of the Hawaii division. Her goal is to bring a quality team approach ensuring success and customer satisfaction to every project. As a Project Manager, she has a proven capacity to approach problems creatively and to effectively implement solutions. Her business acumen and willingness to exceed project expectations make her a great addition to any project team.

Nathan DeWitt
Division Manager - Pacific Region

Mr. DeWitt joined our team in 2008 with our sister company (MTI) performing field work and managing projects for thier most demanding clients. Prior to his work at MTI, Nathan managed the materials testing laboratory for the Department of Energy at the Idaho National Laboratory and the Department of Defense at the Naval Reactor Facility. Since 2012 Nathan was responsible for the day to day management of MTI's Twin Falls and Hailey Idaho operation. We are fortunate to have his many years of quality assurance and materials testing experience with us in Hawaii as our Division Manager.
